You maybe asking "What is a Vendor Collaborative Network'?
A Vendor Collaborative Network (VCN) is established by a vendor with a currently certified Local EMR Offering to provide physicians with formal guidance and support regarding training, local IT and communication network support requirements, business continuity planning, data migration planning, data and network security, and information regarding the Vendor's Health Canada Class II Medical Device licensing plan.
How does a VCN benefit physicians?
The VCN is designed for physicians who want their EMR vendor to provide standardized plans and processes to manage their local EMR.
How does a VCN benefit vendors?
The EMR vendors provide the same standard set of procedures and processes that have been approved by OntarioMD to all their customers that have joined their VCN.
The following points are requirements P & P completed in order to qualify for a VCN?
The Vendor must develop and offer the following Benefits to Members of its Vendor Collaborative Network:
Training
- A comprehensive training program with respect to the correct use of the Vendor's Offering, in accordance with best practices.
- An overview of how the various modules of the Offering will support common workflow within a practice.
- Regularly scheduled training, which will be made available in various geographic locations in the province.
- An annual report of the effectiveness of the training program based on feedback from participating Members.
IT Support
- A recommended IT support plan for the practice hardware and communication network.
- An EMR version upgrade plan that will keep the EMR at the most current version on a going-forward basis.
Business Continuity
- A disaster recovery plan template that can be easily customized for the Member, so that patient data and clinical management data resident on Member's servers ("Critical Data") can be recovered quickly and with minimal loss.
- Development and implementation of a business continuity plan template for the Member, so that in the event of the loss of Member's premises and/or the servers upon which Critical Data is resident (for example, in the event of fire, accident or theft), Member can continue in business using the Critical Data quickly.
- A recommended process to provide daily off-site backups of Critical Data.
Data Migration
- A plan and process for migration of Critical Data in the event that the Member changes to a different EMR.
- Successful annual testing of the data migration process with all other Vendor Collaborative Networks at the annual OntarioMD Data Migration Testathon.
Security
- Recommended process to encrypt Critical Data to a strength of at least 128 bits, so that the Critical Data cannot easily be used if the Member's servers are stolen or compromised.
- Recommended process to securely maintain all keys for decryption of the Critical Data and all usernames and passwords safe from use by persons who are not entitled to access to the Critical Data.
- Recommended process to keep the servers upon which the Critical Data are resident safe from unauthorized access or tampering, both physically or remotely.
- Recommended process to maintain local area network (LAN) security in order to keep the Critical Data safe from unauthorized access. This shall include the use of a stateful packet inspection firewall and router at the perimeter of the LAN and monitoring of traffic in both directions in order to manage intrusion attempts.
- Recommended process to keep anti-virus/anti-spam/anti-spyware systems in place and maintained with the latest spyware and virus signatures.
